Dr. Armstrong Takang

Before his current role as CEO of Nigeria’s Ministry of Finance Incorporated (MOFI), Dr. Takang served as the Special Adviser to the Honourable Minister of Finance, Budget and National Planning where he led a number of transformation initiatives in the Investment and technology management space. Notably, he led the transformation of the Ministry of Finance Incorporated (MOFI) into a full-fledged government-owned private equity and venture capital entity with AUM of over $40 billion. Additionally, he spearheaded Project Lighthouse, a big data analytics system used to support the revenue generation agenda of the Federal Government.
His decades-long career in investment consultancy and public reforms traverses the public and private sectors across Africa, and in the US, where he worked at the New York Office of KPMG. He was Team Lead for a Private Banking Group, managed the Integrated Financial and Economic Management Information System (IFEMIS) Project in Nigeria, and led the Voluntary Asset and Income Declaration Scheme (VAIDS).
A strong collaborator, Dr Armstrong was pivotal in designing and implementing several national initiatives like the Integrated Payroll and Personnel Information System (IPPIS), the Office for Nigerian Content Development in ICT under NITDA, and the ICT component of the Economic and Financial Crimes Commission (EFCC)/Nigeria Financial Intelligence Unit (NFIU).
Dr Armstrong Chaired the Nigeria National ICT Strategic Action Plan Committee, and the Nigeria National Software Development Task Force, and was a member of many federal committees, including those for the restructuring of the Ministry of Finance Incorporated; development of Policy on Nigerian Content Development in ICT, and development of Nigeria’s 50-year Development Plan.An alumnus the University of Hull, the Imperial College Business School, London, and the Harvard Business School, Armstrong is a consummate, multi-facetted professional, exemplary thinker, and astute inventor.
He sits on the boards of a number of companies in Nigeria and the United States. He holds B.Sc and Ph.D. degrees in Computer Science from the University of Hull, UK.
